Dr.S.J.Neethirajan presently Regional Director of RC Bhagalpur has joined IGNOU in the year 2007. He served in Itanagar and Vatakara RC as RD prior to his appointment in IGNOU he had been serving as Assistant Professor (Sr. Scale) at North Eastern Regional Institute of Science and Technology at Nirjuli, Itanagar, Arunachal Pradesh from 1994 to 2007 and he got an offer to serve as Reader in the Department of Agricultural Economics at Alemaya University in Derideva Ethopia under the World Bank project.

During his service at Itanagar he was appointed as an economist in the standing committee set by the then governor of Arunachal Pradesh for the fixation of land and property tax (stamp duty). He earned sponsorship for IGNOU, DPE program to trained more than six thousand untrained teachers of the state. He has taken the step to initiate Certificate In Crime And Criminal Tracking Network System (CCTNS) to train 8000 police personal of Arunachal Pradesh. He was the chairman of the syllabus setting committee of the Central Institutes Of Technology sponsored by Ministry of Human Resource Development at kokrajhar district of Assam. He has conducted more than 16 need based, short term women empowerment and entrepreneurial development and training programs in association with leading educational organization and welfare society run by NGOs including MUSKAN welfare society run by the first lady of Arunachal Pradesh. He has been appreciated by many leading personalities including the Governor of the state and educational minister and was honored with the five National award and more than eighty news items published in the leading news papers of the state.

During his tenure at RC vatakara the two acres of land which was offered by the maniyur panchayat was registered with stamp duty exemptions from the Government of Kerela and the rent of the RC building was sponsored by the State Government, the RC Vatakara was enjoying the highest rate of increase in the enrollment ratio in the entire state and the southern region.

As a teacher teaching for B.Tech and MBA Students for more than 13 yrs and an Academician he was running an individual project on “Basic Needs Attainment Of Rural Households; A comparative study of Assam and Arunachal Pradesh” he was an UGC awardee and he is a constant researcher in the field of Basic Needs approach to Rural development, entrepreneurship development, Agricultural Business Management, Agriculture Credit and Rural Development Farm Business Management he has many research publication and presented many research paper at various national conferences most of them conducted by Indian Social Science Congress and Indian Council For Social Science And Research and delivered many special lectures and also received Certificates of Excellence and Facilitation.
